This New York Times article is reporting that there is going to be a lot more money for Iraq than heretofore thought from foreign sources. "The Japanese are talking in the billions. The Europeans are revisiting their earlier numbers. They’re all beginning to look at this as a security issue, not a development issue, and they’re scrounging for money from other places in their budgets," according to a senior administration official.
