The $87 billion Senate vote

Here is the New York Times recounting of the Senate vote ob Bush’s $87 billion supplemental request for the troops and Iraq. Bush got almost everything he wanted, but the Senate voted to have $10 billion of the $20 as loans. This is a very bad idea, and I am hoping that this gets worked out in the conference committee; Frist thinks it can be done. Sen. Lindsay Graham (R, S.C.) supported the loan provision: "It’s very hard for to me to go home and explain that you have to give $20 billion to a country that’s sitting on $1 trillion worth of oil. And the net result of this policy we’re pursuing is that the people who died to liberate Iraq are going to be left holding the bag." I expected more from him.
