Phil Carter does some clear thinking about the insurgency in Iraq and especially focuses on whether or not this is something that Saddam had planned before the start of the war, as Vernon Loeb and Tom Ricks suggested in yesterday’s Washington Post. It is long, but thoughtful, with some good sites referenced.
