As for Social Security, Bush would have to pick on the one federal program that has a nice, fat surplus. Its no coincidence, actually: He needs that $1.8 trillion pretty bad. After all, somebodys gotta pay for those budget-busting tax cuts for the rich, and it may as well be the elderly and disabled. LINK
