Paul Gigot writes on World Bank President Paul Wolfowitz and his "idealism." Wolfowitz actually thinks he can do something about the misery in Africa.

Mr. Wolfowitz and the World Bank will continue to fail unless they develop a means to monitor the money invested. USAID is running into the same issue as the World Bank, they give hand outs to these disadvantage people in hopes that they will miraculously over come their current cultural trends ands social customs and adhere to the perceived "western standard".
