The 2006 Congressional Elections

Jay Cost (he ran the valuable Horse Race Blog during the 2004 election) writes a thoroughly thoughtful piece on how you should read polls for off-year congressional races, and why they are difficult to read, even if you know how. He concludes that it is almost certainly the case--based on what we now know about the electorate’s views now--that no great changes should occur in 2006.
