It seems like all the obvious
fixes will either create perverse incentives that cripple savings and investment or most disadvantage those in the most low paying and unpleasant jobs.

I doubt she actually believes that reductions in old age benefits brought about by raising the retirement age will be met by an equal and completely compensatory expansion of the disability rolls. She's just goosing her readers and should be ignored.
