Stopping the Senate’s Confirmation Logjam

Last week the House Judiciary Subcommittee on the Constitution held a hearing inquiring into the Senate’s refusal even to consider a significant number of President Bush’s circuit judge nominees. During the hearing, at which I testified (click here for testimony) , I proposed legislation that would vest the appointment of circuit court and district court judges -- "inferior officers," in the Constitutional sense -- in the President alone if the Senate has failed to act on any nominee within six months.
