Although this article is too optimistic it is an example of some of the difficulties in trying to effect change in an oligarchy with absolutely no experience in either "democracy" or constitutionalism (and with a host of other problems as well; women treated as property, etc.). Still, its worth reading. It’s from a recent issue of the Journal of Democracy and is by Jean-Francois Seznec.
