The U.S., U.K., and Spain just submitted the new resolution. It claims that Iraq has missed the final opportunity to disarm peacefully and has been, and is, in material breach of its obligations. The diplomatic game is now publicly afoot. The President, speaking to the governors, said: "It’s a moment for this body … to determine whether or not it’s going to be relevant as the world confronts threats in the 21st century.
