From an AP story today:
Republican Sen. Norm Coleman of Minnesota, also took issue with Bush. "I can’t tell you what the path to success is, but it’s not what the president has put on the table."

Well, the president knows, and he’s failed to give even the vaguest description of how deploying these extra troops will change things. If anything, Coleman is being more specific.
To me the plan sounds like "we’ve poured 300 tons of sand into the ocean. I know it’s still wet out there, but another 100 tons will fix that." And every time a physicist points out that it won’t work, Bush fires him and promotes a juinor physicist.
