A Swing District in PA

George Will is pretty clear on why PA's Eight District is worth watching.  The GOP incumbent lost it in 2006 by only 1,500 votes.  The Democrat Rendell (running for governor) won the district by 40 points in 2006,and incumbent Republican Senator Santorum lost it by 20 percent.  The GOP has a chance to regain it, but it is far from settled.
