Jack Pitney offers a detailed corrective to all the loose talk out there on the Census and what is actually going on with reapportionment.  He notes that it is not exactly true (as the Census Bureau claims) that reapportionment guarantees "each congressional district, from Maryland to California, has roughly the same number of people."  RTWT.

Touche and written in humor.

Well Jack does a good job showing us the census numbers.

But it is exactly true (as the Census Bureau claims) that reapportionment guarantees "each congressional district, from Maryland to California, has roughly the same number of people.

That is the definition of "roughly" means to the best good faith ability, each congressional district has the same number of people.

The only way to get the numbers to break for equality any less "roughly" would be to let districts cross state lines, which is not constitutionally permited see Article 1, Clause 2, Section 2.

You can't say something is not exactly true if the word "roughly" is used, because it is exactly true that it is "roughly" the same amount of people.

I mean you can say it but it is exactly true that 101 is roughly 100.

I can even say that 190 is roughly 100 if the cut off for not being 1 roughly is 202.

Rhode Island's 1055247 is the cut off for 2 seats, thus 1= 527624, but since Montana equals 994,416 and this is less than 1055247 then 1= 994,416.

1 roughly equals a number from 527,642 to 994,416.

The discrepancy is a constitutionally forced error that is visible in smaller states.

Note that the two biggest states are New York and California, here the discrepancy is small: California 704566 vs. Texas 701901.
