Can Bushs support go lower?

Mystery Pollster considers Bushs very low poll numbers, compares him to other Presidents with low numbers (Bush is still the highest of the lows) and advises us to watch whether his support among Republicans (which has been around 80%; his big drops have been from Dems and Independents leaning to Dems) will hold steady. Indeed they can get lower. They will do so if he continues insulting the Republican base in order to defend his nepotism.
I take issue with some of Mystery Pollsters numbers (actually Gallup Number). Jimmy Carter had below 25% approval numbers in October of 1978.
