Keynes blamed the french first, and before it happened. But that is because Keynes understood that it would be rational for France to hoard gold, because it wouldn't be happy being paid back in Marks. It is possible the French decision was rational on certain lines.
Strange that this can get ideological really quickly.
Obama wants high speed rail because GE wants it.
The germans already have companies that can build high speed rail. They also specialize in crony capitalism. Siemens would love to crush GE.
History makes the Marshall Plan look rather wise.
If the Germans love Obama and the economic reasoning of the Marshall Plan "an orderly and prosperous Europe requires the economic contributions of a stable and productive Germany."
Might they not decide that America needs a Marshall Plan to transition to social democracy? Its own JCS 1779?
Look Megalomanic China is going to build whatever the Germans or say is a cultural indicia of sophisticated liberal democracy, especially if it has an engineering component that can be reverse engineered.
It would be a selling point for China if we could get high speed rail, a selling point for GE and american companies that might catch up to the germans technologically.
But if Americans can't see this, then why not some sophisticated German Foreign policy on a new paradim? One that ensures that Siemens and German firms will dominate and be able to outbid the GE's, FLUOR's and KBR's on infrastructure bids in China, while at the same time proping up Obama and potentially changing the direction of american ideology?
After all German firms could say that the americans didn't even build their own high speed rail.
Sure China is 300 billion stuck on high speed rail, but its 5 year plan calls for continued spending.
